Principles for AI Use in Evaluation
A comprehensive guide for implementing artificial intelligence ethically and effectively in monitoring and evaluation practices
Purpose-Driven Use
Principle: AI should be applied in evaluation to enhance evidence quality, decision-making, and learning, not as a replacement for human judgment. Being clear about how AI is contributing makes this principle actionable.
- Define clear objectives for AI integration
- Use AI to supplement evaluators' insights
- Maintain human oversight in critical decisions
Transparency and Explainability
Principle: AI models and outputs must be transparent and explainable to stakeholders.
- Document how AI models work and data used
- Provide interpretable results
- Avoid "black box" decisions
Data Quality and Integrity
Principle: AI depends on data quality; poor data leads to misleading results.
- Conduct thorough data cleaning and validation
- Ensure data is representative and unbiased
- Regularly audit datasets and AI outputs
Ethical Considerations
Principle: AI use must respect human rights, privacy, and dignity.
- Obtain informed consent for data collection
- Ensure AI does not perpetuate bias
- Implement safeguards for sensitive data
Inclusivity and Equity
Principle: AI should support inclusive evaluation and not exacerbate existing inequalities — including inequalities in who can access and reliably use AI tools in the first place.
Access gap risk: AI tools perform less reliably in underrepresented languages and depend on digital infrastructure that is unevenly available. Without deliberate attention, AI adoption can widen professional and geographic inequalities rather than narrow them.
- Consider marginalized groups in training data
- Ensure AI outputs inform equitable decisions
- Address potential discrimination in algorithms
Human Oversight
Principle: Evaluators must retain responsibility for interpreting AI outputs and making decisions. The appropriate depth of oversight depends on the nature of the task AI is performing.
Not all AI tasks require the same oversight: Large-scale pattern recognition can lean more heavily on AI. Tasks that are normative or deliberative — weighing values, interpreting findings in context — cannot be delegated to AI regardless of its sophistication. The evaluator's judgment is what makes findings meaningful.
- Review and validate AI outputs by experts
- Implement human-in-the-loop systems
- Enable evaluators to contextualize findings
Continuous Learning and Adaptation
Principle: AI systems should evolve based on feedback and emerging evidence.
- Update models with new data regularly
- Document lessons learned from AI integration
- Stay updated on AI advancements in M&E
Accountability
Principle: Organizations must be accountable for AI-driven evaluation findings.
- Define clear roles for AI oversight
- Maintain records of AI decisions
- Document rationale behind AI-informed actions
Innovation and Appropriateness
Principle: AI should be used innovatively where it adds value, but only when appropriate — and appropriateness is best judged by starting from the evaluation need, not the available technology.
Start from the question, not the tool: Ask what evidence the evaluation requires and whether AI can genuinely help generate it — rather than starting with an AI capability and seeking applications. AI used to answer a real evaluation need is appropriate. AI used because it is available is not.
- Assess feasibility before deploying AI
- Avoid AI where traditional methods are better
- Balance innovation with practical needs
