Launched in 2022 as a prototype by UNDP's Independent Evaluation Office, AIDA was a bold experiment. Built with Amazon Web Services and the UN International Computing Centre, the early version used natural language processing to scan thousands of evaluation reports at the paragraph level. As of 30 June 2025, after rapid advances in AI chatbot technology, AIDA has entered a new chapter with a smarter, more intuitive chatbot-based interface—while staying private and secure.

What is AIDA? The AI-Powered Librarian

At its core, AIDA is designed to unlock the knowledge trapped in thousands of evaluation reports. For decades, UNDP has conducted rigorous evaluations of its development programs. These reports contain invaluable lessons on what works, what doesn't, and why. But until AIDA, accessing that knowledge required manually searching through PDFs—a process that was time-consuming and often incomplete.

The system uses natural language processing and large language models to read, understand, and synthesize findings from evaluations, returning specific answers with citations to original sources.

What Can You Do with AIDA?

Privacy by Design: Secure, Private, Trusted

Unlike public AI tools that train on your inputs, AIDA is hosted securely on UNDP's Microsoft Azure infrastructure. Your data stays private. Nothing you enter is used to train AI models. This is a critical feature for development professionals working with sensitive program data, evaluation findings, or country-specific information.

The 2022 prototype laid the groundwork for smarter, faster access to evaluative learning. • AI Hallucination Risk: Like all LLM-based tools, AIDA can potentially generate incorrect or incomplete answers. UNDP mitigates this by linking every answer back to the original source document for verification.
• Report Quality Dependent: The quality of answers depends on the quality of the underlying evaluation reports. Poorly structured or unclear evaluations may yield less useful answers.
• Not a Replacement for Analysis: AIDA is a tool for evidence discovery, not a substitute for rigorous evaluation synthesis or meta-analysis by human experts.
• Limited to UNDP Reports: Currently, AIDA only searches UNDP's evaluation corpus, not the broader development literature.
